Overview

Power and Water Corporation is the Northern Territory’s essential services provider, delivering electricity, water supply, and sewerage services across one of the most challenging operating environments in Australia. The utility provides drinking water to approximately 250,000 people across Darwin, Alice Springs, Katherine, Tennant Creek, and more than 70 remote communities and outstations spread across 1.35 million square kilometres.

History and Formation

Power and Water Corporation was established as a government-owned corporation in 2002, succeeding the Power and Water Authority, which had managed the Territory’s essential services infrastructure since 1987. Before that, water and electricity services were provided by various Northern Territory Government departments. The organisation’s history reflects the unique challenges of service delivery in the Territory — extreme climate conditions, vast distances, small and dispersed populations, and the need to serve many remote Aboriginal communities.

Water Sources

Water sources vary considerably across the Territory. Darwin and its satellite suburbs are supplied primarily from surface water collected in three dams: Darwin River Dam, Manton Dam, and the McMinns-Howard East borefield. Darwin River Dam is the largest, with a capacity of approximately 259 gigalitres. Groundwater from the Howard East borefield supplements the dam supply.

Alice Springs relies entirely on groundwater, drawn from the Roe Creek and Mereenie aquifer systems. These aquifer systems have been the subject of long-term monitoring and management, as extraction rates need to be balanced against recharge rates in the arid central Australian climate.

Katherine is supplied from the Katherine River and supplementary groundwater bores. Tennant Creek and most smaller communities rely on groundwater from local aquifer systems. In remote communities, groundwater is often the only viable water source, and bore quality varies significantly from location to location.

Treatment Infrastructure

Power and Water Corporation operates approximately 12 water treatment plants and numerous smaller disinfection and bore-head treatment systems across the Territory. The Darwin Water Treatment Plant is the largest facility. Treatment processes vary by source: surface water supplies typically undergo full conventional treatment including coagulation, flocculation, sedimentation, filtration, and chlorine disinfection. Groundwater supplies may require only disinfection if the source quality is sufficiently high, though some bores require treatment for specific parameters such as iron, manganese, or hardness.

Fluoridation is applied in Darwin, Alice Springs, and Katherine in accordance with Northern Territory health requirements.

Distribution Network

The Territory’s water distribution network includes approximately 2,600 kilometres of water mains and 1,800 kilometres of sewer mains across urban centres. Remote community water systems add further infrastructure, though these are often smaller, standalone systems managed independently of the main urban networks.

The extreme tropical and arid conditions present unique infrastructure challenges. In Darwin, high wet-season temperatures and humidity can affect water quality in the distribution system, while in central and outback areas, extreme heat and soil conditions affect pipe longevity.

Water Quality Monitoring

Power and Water Corporation monitors water quality across all its supply systems, testing for compliance with the Australian Drinking Water Guidelines. Given the diversity of water sources and the remoteness of many supply points, monitoring logistics are more complex than in most other Australian jurisdictions. Key parameters tested include microbial indicators, turbidity, pH, chlorine residual, and chemical constituents including fluoride, nitrate, and naturally occurring minerals.

Water quality in the Territory varies more between supply systems than in most states, reflecting the wide range of source water types and treatment levels. Annual water quality reports are published and made available to the public.

Recent Projects

Recent investment priorities include upgrades to water treatment and disinfection systems in remote communities, improvements to Darwin’s water supply security, and wastewater infrastructure upgrades in urban centres. Power and Water Corporation has also focused on improving water quality outcomes in remote Aboriginal communities, where infrastructure has historically been underfunded. Solar energy installations at remote facilities and programs to reduce water loss from the ageing Darwin pipe network are also in progress.
