Overview

TasWater is Tasmania’s statewide water and sewerage corporation, serving approximately 500,000 people across the island state. The utility provides drinking water and sewerage services to communities ranging from the cities of Hobart, Launceston, and Devonport to small rural towns, operating one of the most geographically dispersed water networks in Australia relative to the population served.

History and Formation

TasWater was established on 1 July 2013, consolidating the water and sewerage operations that had previously been managed by three separate regional corporations: Southern Water, Ben Lomond Water, and Cradle Mountain Water. These entities themselves had been created in 2009 as part of a major reform of Tasmania’s water industry, which transferred water and sewerage functions from 29 individual councils to the three regional bodies.

The consolidation into a single statewide entity was driven by the need for a more coordinated approach to infrastructure investment, particularly given the significant backlog of capital works required to bring Tasmania’s water and sewerage systems up to modern regulatory standards. Historically, many of Tasmania’s smaller systems had received limited investment, resulting in water quality and environmental compliance challenges.

Water Sources

TasWater draws its water from a diverse range of sources across the state. Surface water from rivers, streams, and small dams forms the primary supply for most systems. Tasmania’s relatively high rainfall and abundant freshwater resources mean that water availability is generally less constrained than in mainland states, though localised shortages can occur during dry summers, particularly in the state’s drier east coast and midlands areas.

Groundwater bores supplement surface water supplies in some systems. The nature of source water varies significantly across the state, from high-quality mountain catchments supplying Hobart to agricultural catchment sources in regional areas that require more intensive treatment.

Treatment Infrastructure

TasWater operates approximately 56 water treatment plants across the state. The scale and sophistication of these facilities varies considerably. Major plants serving urban centres like Hobart (Bryn Estyn Water Treatment Plant) and Launceston use full conventional treatment processes including coagulation, flocculation, sedimentation, filtration, and disinfection. Smaller regional plants may use simpler treatment systems appropriate to local source water quality.

Fluoridation is applied at plants serving the majority of the Tasmanian population, in accordance with the state’s public health directives.

Distribution Network

The combined distribution network includes approximately 5,000 kilometres of water mains and 4,700 kilometres of sewer mains, along with 230 water pump stations and over 100 sewage treatment plants. Managing this many discrete systems across Tasmania’s varied terrain presents significant operational challenges. Many systems serve small populations, requiring a disproportionate level of management relative to the number of customers.

Water Quality Monitoring

TasWater conducts water quality monitoring across all of its supply systems, testing for compliance with the Australian Drinking Water Guidelines. The utility has invested substantially in improving water quality outcomes since its formation, with a focus on addressing legacy issues in smaller systems. Key parameters monitored include microbial indicators, turbidity, pH, disinfectant residuals, and a range of chemical characteristics. Annual water quality reports are published for public review.

Recent Projects

Since its formation, TasWater has undertaken a substantial capital investment program to upgrade ageing and non-compliant infrastructure. Priority areas have included water treatment plant upgrades, particularly in smaller systems that previously did not meet modern standards, and sewage treatment plant improvements to reduce environmental discharges. The utility has also invested in dam safety upgrades, mains replacement programs, and network monitoring technology. The long-term infrastructure investment plan represents billions of dollars in planned expenditure to bring Tasmania’s water and sewerage systems to a standard comparable with mainland states.
